COSLA (Convention of Scottish Local Authorities)

COSLA is the collective and representative voice of Scottish local government. As there is only one tier of local government in Scotland, with 32 unitary authorities, COSLA represents the legitimate tier of democratically elected government closest to the people of Scotland, and the administrative body below the Scottish Parliament and Scottish Executive.

Areas of current interest:

COSLA provides advice to the Scottish MEPs on legislation affecting local government . It is also the nominating body and supports the work of the Scottish Councillors that are members of the EU Committee of the Regions.  COSLA is also an active member of the Council of European Municipalities and Regions (CEMR), which is the Local Government EU umbrella body, and the European Local Authority Network. On a bilateral level COSLA actively works with other National Associations of Local Government from the UK and other Member States, with most of whom COSLA is based at the House of Cities Municipalities and Regions.  COSLA works also very closely with other Scottish public bodies based in Brussels, particularly with the Scottish Government. Finally COSLA participates in several working groups with the other UK Brussels Offices and UKrep.

At the beginning of each year the Leaders of the Scottish Councils agree a list of key EU priorities for COSLA. The current list of 23 legislative dossiers that are currently on the EU legislative pipeline cover the following areas:

•       Cohesion policy
•       EU institutions and public services
•       Environmental issues  
•       Rural and Maritime issues
•       Employment and Social Affairs
