UK Office of the European Parliament

EP News, April 7th, 2006 (No. 255)

This is the last edition of EP News before Easter.

Why not take the opportunity of your long weekend to fill in our reader satisfaction survey?  It takes only a few minutes to complete and will help us to fine-tune the bulletin to meet your needs.  Numbers of those responding have increased each week, but the survey will close after Easter and we still need more contributions to give us a more balanced picture of our readership.

An audio summary of the week's highlights is available online, usually during the week after the session.

Parliamentary sessions 2007

MEPs this week adopted a provisional calendar of sessions for Strasbourg and Brussels in 2007.  As usual, this involves 12 sessions in Strasbourg and six sessions in Brussels.  Please note that an amendment to the EU treaties is necessary if the European Parliament is to change its official home from Strasbourg, as most of the UK MEPs would wish.  The treaties can only be amended through agreement of the 25 EU Heads of state and government, not by the European Parliament itself.

For further information, see: http://www.europarl.eu.int/news/expert/infopress_page/008-7066-095-04-14-901-20060404IPR07065-05-04-2006-2006-false/default_en.htm

EU budget 2007-2013

Agreement was reached this week on the overall level of funding for the EU budget for the period 2007-2013 (the so-called 'financial perspectives').  Background to what was agreed can be seen on our main website at: http://www.europarl.eu.int/news/public/default_en.htm?language=EN

The agreement still has to be endorsed by the full Parliament:  it is due for discussion on 24-25 April in the Budgets Committee, with debate in the full Parliament, followed by formal vote, scheduled for the next plenary session from 15-18 May.  The Council also has to seek agreement from all 25 Member States.

Services Directive

Following the European Parliament's 1st reading of the Services Directive (read infopress here), and the discussions at the EU Summit in Brussels last month, the European Commission this week presented a revised proposal to MEPs in Strasbourg.

A link to the full debate (in the original language of the speaker) is available here: [ 4 April - item 12 ] - Malcolm Harbour MEP (Conservative, West Midlands) was the only UK speaker in the debate.  Irish Commissioner Charlie McCreevy presented the new proposal on behalf of the Commission.

Committee meetings

Note to readers: A new column appears to the right of the table below, with the type of legislation at hand. When available, a link to the procedure file on the European Parliament's Legislative Observatory (the 'OEIL') will also be included: the file often contains a summary of the different stages of the legislative procedure, and links to the original proposal. [ For a quick reminder of the different types of European laws, please check this link on the Commission's website, Europa ].
