European Parliament session 7-10 March 2005
MEPs meet in Strasbourg next week for a plenary session of the European Parliament. Highlights of the agenda include:
Gas markets liberalisation (Debate Tuesday, vote likely Wednesday)
The aim of this draft regulation is to facilitate cross-border access to gas networks across the EU. It complements the existing directive aimed at opening up the EU's gas markets to competition and creating an internal market in gas. The regulation sets down the trading rules for networks access.
This is the 2nd reading in the codecision procedure, where the European Parliament and the Council of Ministers have equal power on the final text of the legislation. Following Wednesday's vote, if the Council does not accept all of the Parliament amendments, the final text will be decided in conciliation.
Since the adoption of the committee stage report, informal negotiations have been going on between the Parliament and the Council with a view to reaching a compromise at 2nd reading. If the regulation is adopted, it will apply from 1 July 2006.
Also in the energy field, Wednesday sees an oral question to the Commission: Should oil companies invest 'windfall profits' in alternative energy research?
Air passenger data (Oral Question - Monday)
Baroness Sarah Ludford MEP (Liberal Democrat, London) is co-signatory to an oral question aimed at the European Commission on the transfer of air passenger data to the US authorities. The questioners ask what volume of data has been collected by the US authorities and how this is monitored by national data protection bodies in the EU. They also ask how many terrorist suspects it has been possible to detect since the agreement on data transfer came into effect.

International Women's Day, 8th March (Tuesday)
To coincide with International Women's Day [ http://www.un.org/events/women/iwd/2005/ ], the European Parliament is to stage a debate on the follow-up to the 1995 Beijing World Women's Conference [ http://www.un.org/womenwatch/daw/Review/english/49sess.htm ]. Particular focus this year will be the issue of violence against women, especially domestic violence. MEPs will be asking the Council to designate 2006 as the European Year against Violence against Women.
On Tuesday afternoon, the European Parliament plays host to a seminar in Strasbourg on the issue of violence against women. Guest speakers include Israeli Sakharov Prize winner from 2001, Nurit Peled-Elhanan, Amnesty International Secretary General Irene Kahn, and French film director Nadine Trintignant.

EU summit, 22-23 March 2005 - Lisbon Strategy
The 25 EU heads of government and state are due to meet later this month in Brussels. Wednesday morning's key debate in the European Parliament will be focusing on the summit's main agenda item: re-launching the Lisbon Strategy to establish a partnership for growth and employment. MEPs will have the chance to review the five years since the Lisbon Strategy was adopted and set out their priorities for the next five years.

Other legislation
Air Traffic Controllers Licence (Mon)
MEPs will have their 1st reading of a proposal to create a single European Community licence for air traffic controllers. The aim is to harmonise existing national licensing systems and promote mutual recognition of national licences. Safety and security are the key issues. The need for air traffic controllers to speak and understand English to a satisfactory level is one aspect. Amendments tabled at committee stage also placed greater emphasis on training, especially in emergencies.
This is the 1st reading in the codecision procedure. If the Council accepts all amendments adopted by the European Parliament, the directive can be adopted at 1st reading; if not, it will return to the Parliament for a 2nd reading.

Social security (2nd reading, Monday)
The annual updating of the 1971 social security regulation receives its 2nd reading on Monday. This regulation enables workers to retain social security entitlements when they move to another EU country. The annual update takes account of changes in the various national social security systems.
