The rules on passenger rights should take effect in 2009 International passenger rail services will be opened up to competition from 1 January 2010 The 3rd piece of legislation refers to a European licence for train drivers UK MEPs sitting on Parliament's Conciliation Committee were: Brian Simpson (Labour, North West); and substitute members: Timothy Kirkhope (Conservative, Yorkshire & The Humber Region); and Robert Evans (Labour, London).
