Description of Spirit Drinks The 1st reading in the European Parliament took place in June 2007. For the text of the amendments adopted at 1st reading on 19 June 2007, see. The text is now with the Council of Ministers and there is no time-limit for them to reach agreement. Unless the Council accepts all the amendments adopted in Parliament's 1st reading, the proposal will return for a 2nd reading.
