The European Parliament 'cuts no budget' (Simon Jenkins in The Times, June 2004).
The European Parliament has the final word on 55% of the EU budget and given this leverage has considerable influence over the remainder.
As for the overall funding of the EU from 2007-2013, agreement had to be reached between the European Parliament, the Commission and the Council on the total amount of funds to be made available.
