MEPs return to Brussels on 17 February for a week of committee meetings and political group meetings in preparation for the plenary session in Strasbourg 24-27 February.

 

Committee highlights:

Money laundering.
MEPs of the Committee on Economic and Monetary Affairs and the Committee on Civil Liberties, Justice and Home Affairs will take a joint vote on proposals to crack down on money laundering and illegal transfer of funds. Draft measures would make it easier to identify beneficiaries and trace tax crimes. Trusts and the gambling sector would be included. (Thursday)

Shadow banking.
MEPs of the Committee on Economic and Monetary Affairs will vote on a proposal to make money market funds acting like shadow banks more transparent and to reduce the risk of their having a negative impact on the stability of the financial system. (Monday)

Sea border controls.
MEPs of the Committee on Civil Liberties, Justice and Home Affairs are set to endorse an informal agreement with Council on how Frontex border guards should deal with migrants intercepted or rescued at sea. (Thursday)

Posting of workers.
EP negotiators from the Committee on Employment and Social Affairs will participate in informal trialogues with the EU governments all week to try to reach an agreement on legislation to better protect workers posted to another EU country to provide services for a limited period.


Other issues:

“Right2water" citizens' initiative.
The universal right to clean water and not liberalising water supply will be the key issues discussed in the first-ever EP hearing in response to a European Citizens’ Initiative. An ECI entitles the public to ask the EU for new legislation, provided it is signed by 1 million citizens from seven EU countries. (Monday)

Plenary preparations.
Political groups will prepare for the 24-27 February plenary session in Strasbourg, which is likely to feature votes on the Tobacco Directive, CO2 emission limits for cars, confiscation of criminal assets, the EU fund for the most deprived and eCall. MEPs will also prepare to vote recommendations on the “European Semester” for economic and budgetary policy coordination, railway reform and plant breeding.


The President's agenda.
President Martin Schulz will meet Italy's Minister for European Affairs Enzo Moavero Milanesi in Rome on Tuesday morning, Speaker of the Moldovan Parliament Igor Corman in Brussels on Wednesday at 10.00, and Prime Minister of the Czech Republic Bohuslav Sobotka in Brussels on Thursday at noon, followed by a press point at 13.35.


ReACT Madrid.
In the run-up to the May 2014 European elections, a public debate will be held in Madrid on the economy and how to get out of the crisis, with several academics as key speakers. This is the last event in a series of five EP “ReACT” events in Paris, Frankfurt, Warsaw, Rome and Madrid on key issues such as jobs and quality of life. (Wednesday)


Parlamentarium Museum Night Fever.
The Parlamentarium will host the official opening of the 7th Museum Night Fever at 18.00 with EP Vice-President Isabel Durant. 23 Brussels museums participate in this event and the Parlamentarium programme (from 19.00 to 00.30) includes a bal moderne and live music. (Saturday)
