MEPs return to Brussels today, 2 September, after the summer recess for a week of committee meetings and political group meetings.

 

Committee highlights:

Gender equality in the Justice and Rights and Citizenship programmes
The Committee on Women's Rights and Gender Equality will hold discussions linked to its opinion on the upcoming 'Justice' and 'Rights and Citizenship' Programmes 2014-2020 on 03.09. The programmes are crucial from the point of view of gender equality.


CAP reform: debate on amendments to direct payments proposal
Members of the Committee on Agriculture will hold an exchange views on 03.09 on amendments to the Commission proposal related to direct payments to farmers after 2013. A total of 2292 amendments have been tabled, including 111 by the rapporteur Luis Manuel CAPOULAS SANTOS (S&D, PT). Other Committees are also to adopt opinions to this proposal.


Meeting with EU Special Representative for Human Rights
On 03.09 the Committee on Foreign Affairs will hold an exchange of views with Stavros Lambrinidis, newly appointed EU Special Representative for Human Rights, jointly with the Subcommittee on Human Rights.


Towards more effective aid
The Committee on Development will be holding an important hearing on "Linking Relief, Rehabilitation and Development" on 03.09 in Brussels, with the participation of both Commissioners responsible, Georgieva and Piebalgs, as well as senior representatives of international organisations.


Towards a genuine Economic and Monetary Union
Members of the Committee on Economic and Monetary Affairs will have an exchange of views, on 03.09, in view of responding to the report "Towards a Genuine Economic and Monetary Union". The exchange of views will be held with Commissioners Rehn, Barnier and Almunia, that are responsible for drawing up proposals for, in particular, a "banking union". An exchange with Mario Draghi, President of the European Central Bank, will also take place in camera.

  • General budget of the EU for the financial year 2013 - all sections. Rapporteur: Derek Vaughan (Wales, Lab). Committee on Budgets (Thursday)
  • Multiannual financial framework for the years 2014-2020. Rapporteur: Brian Simpson (North West, Lab). Committee on Transport and Tourism (Thursday)
  • Amendment of council Regulation (EC) No 2371/2002 on the conservation and sustainable exploitation of fisheries resources under the common fisheries policy. Rapporteur: Ian Hudghton (Scotland, SNP). Committee on Fisheries (Thursday)

Preparing for Plenary:

Parliament's political groups will devote most of the week to preparations for the 10-13 September plenary session in Strasbourg. The main items on the agenda are the State of the Union address by Commission President Barroso, votes on the energy efficiency directive, on the rights of victims of crime, and on cleaner shipping fuels. Parliament will also debate Council's position on the EU budget for 2013 as well as the EU's common foreign and security policy.
