The UK Office of the European Parliament has prepared an easy-to-consult internet version of the text of the Constitutional Treaty, signed in Rome on 29 October 2004 and due to be ratified by all signatory states by 1 November 2006.

The text of the Constitutional Treaty was negotiated over eighteen months in the Convention on the Future of Europe and in the subsequent Intergovernmental Conference of Member State governments. It aims to replace the founding treaties of the European Union and all subsequent EU treaties (1).

The new Constitutional Treaty is presented on this website in two versions:

  • in single-column presentation, each Treaty title is set out on a separate webpage; click here.
  • in two-column presentation, internal references within the Treaty appear side by side; click here.

The search tool is used to call each individual article to the screen. Navigation across the Treaty is via the table of contents. The complete text of the Treaty is on the European Council of Ministers' website (a large 359-page pdf document).

The European Parliament Office has a duty to raise awareness of the European Parliament and the level of debate and understanding of European integration issues in the United Kingdom. We hope that this presentation will go some way to assist users in gaining an understanding of the contents of the Constitutional Treaty.
